According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: An aqueous solution of hypobromous acid (CAS Reg. No. 13517-11-8) generated on-site from an aqueous mixture of 40 percent sodium bromide, (CAS Reg. No. 7647-15-6) and 12.5 percent sodium hypochlorite (CAS Reg. No. 7681-52-9).

Intended Use: As an antimicrobial additive in ice or water, used as either a spray or a dip, for meat processing, including both hide on and hide off applications, and for poultry processing.
Limitations/Specifications: Total bromine shall not exceed:
300 ppm (182 ppm HOBr or 133 ppm as total chlorine) when applied to meat and,
200 ppm (121 ppm HOBr or 90 ppm as total chlorine) when applied to poultry.
