According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: Polyoxypropylene-polyoxyethylene condensate (CAS Reg. No. 9003-11-6).

Intended Use: As a component of adhesives used in contact with food.
Limitations/Specifications: The FCS is limited to a minimum molecular weight of 1700. The FCS will be used for the production of adhesives complying with 21 CFR 175.105 or adhesives authorized by an effective FCN or a Threshold of Regulation Exemption. The final adhesive is subject to the use limitations listed in 21 CFR 175.105(a)(2) and may be used in contact with all food types under Conditions of Use E through G as described in Tables 1 and 2.
