According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: Styrene-maleic anhydride copolymer, end-capped with cumene (CAS Reg. No. 26762-29-8).

Intended Use: As a component of adhesives otherwise complying with FCN No. 448 and intended to be used in laminate structures at retort temperatures, except for use in contact with infant formula and human milk (see Limitations/Specifications).
Limitations/Specifications: The FCS may be used at levels up to 4.3 weight % of adhesives otherwise complying with FCN No. 448. The adhesives may be used in contact with all types of food, except those containing more than 8% alcohol, under retort packaging conditions at temperatures not to exceed 275°F. Laminate structures containing the adhesive will meet all applicable provisions and test specifications in 21 CFR 177.1390, including 177.1390(c)(3)(i)(b)(3) and 177.1390(c)(3)(ii). The FCS is not for use in contact with infant formula and human milk. Such uses were not included as part of the intended use of the substance in the FCN.
