According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: Benzenesulfonic acid, 2,2'-(1,2-ethenediyl)bis[5-[[4-(4-morpholinyl)-6-(phenylamino)-1,3,5-triazin-2-yl]amino]-, sodium salt (CAS Reg. No. 16090-02-1).

Manufacturer/Supplier: Zhejiang Hongda Chemicals Co. Ltd.
Intended Use: As an optical brightener in paper and paperboard, except for use in contact with infant formula and human milk (see Limitations/Specifications).
Limitations/Specifications: The FCS is intended for use as an optical brightener in clay-coated and uncoated paper and paperboard in contact with all food types at a level not to exceed 0.048 pounds/metric ton of paper (1000 kg). The FCS is not for use in contact with infant formula and human milk. Such uses were not included as part of the intended use of the substance in the FCN.
