According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: A mixture of 35-60 percent hydroxysulfinoacetic acid, disodium salt (CAS Reg. No. 223106-41-0), 10-60 percent hydroxysulfoacetic acid, disodium salt (CAS Reg. No. 29736-24-1), and 0-40 percent sodium sulfite (CAS Reg. No. 7757-83-7).

Intended Use: As a reducing agent in emulsion polymerization redox catalyst systems, with the produced polymer emulsions to be used as components of food-contact paper and paperboard complying with 21 CFR 176.170 or 176.180, adhesives complying with 21 CFR 175.105, and repeat use rubber articles complying with 21 CFR 177.2600.
Limitations/Specifications: For use at a maximum level of 1 percent based on total monomer weight used in the manufacture of the polymer emulsions. Food-contact articles containing the polymer emulsions may contact all food types under Conditions of Use A through H as described in Table 2.
