According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 1,4-Benzenedicarboxylic acid, 1,4-dimethyl ester, polymer with 1,2-ethanediol and α-hydro-ω-hydroxypoly(oxy-1,4-butanediyl) (CAS Reg. No. 9084-36-0) and used in conjunction with either cobalt stearate (CAS Reg. No. 13586-84-0) or cobalt acetate (CAS Reg. No. 71-48-7).

Intended Use: As a modifier for polyethylene terephthalate (PET) complying with an applicable food additive regulation or food contact notification.
Limitations/Specifications: The FCS is intended for use at levels up to 3 percent by weight of the finished food-contact article, in conjunction with up to 0.015 percent by weight of either cobalt stearate (measured as cobalt) or cobalt acetate (measured as cobalt) of the finished food-contact article, in contact with Food Types I, II, IV-B, VI-A, VI-B, and VI-C (up to 15 percent alcohol), VII-B and VIII, except for carbonated soft drinks and under Conditions of Use C-G, as described in Tables 1 and 2.
