According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.

Intended Use: The FCS will be used as an oil repellent sizing agent in the production of paper and paperboard.

The FCS may be used at the wet-end (internal) or applied to the surface of paper (external), at levels not to exceed 0.55 percent actives by weight (equivalent to 0.33 percent fluoride) of finished paper and paperboard, where the paper or paperboard has a sheet basis weight of up to approximately 300 pounds per 3000 square feet. The FCS may contact all food types under Conditions of Use B through H as described in Tables 1 and 2, respectively.
