According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: N-ethyl-N-hydroxy-ethanamine (CAS Reg. No. 3710-84-7).

Manufacturer/Supplier: Eastman Chemical Company
Intended Use: As a polymerization regulator in the polymerization of vinyl chloride homopolymers and copolymers used in contact with food.
Limitations/Specifications: The maximum use level of the FCS is 500 ppm by weight of vinyl chloride monomer. The FCS is intended to contact all types of food under Conditions of Use A through H described in Table 2.
