According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 1,4-benzenedicarboxylic acid, 1,4-dibutyl ester (CAS Reg. No. 1962-75-0).

Intended Use: The FCS is intended for use as a plasticizer in polymers for use: 1) in adhesives that comply with 21 CFR 175.105, 2) in pressure sensitive adhesives that comply with 21 CFR 175.125, and 3) as a coating or component of paper or paperboard intended for use in contact with dry foods with no free surface fat or oil in compliance with 21 CFR 176.180.
Limitations/Specifications: The FCS may be used in contact with: 1) all food types when used in adhesives, 2) all food types when used in pressure sensitive adhesives, and 3) with food type VIII as described in , Table 1, when used as a coating or component of paper or paperboard.
