According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: Glycerol ethoxylate (CAS Reg. No. 31694-55-0).

Intended Use: As an alcohol monomer for the production of polyester resins to be used in polyurethane adhesives complying with 21 CFR 175.105 or authorized by an effective FCN or a threshold of regulation (TOR) exemption.
Limitations/Specifications: The FCS may be used at a level not to exceed 40 percent by weight of the resultant polyester resin. The finished adhesive will incorporate the resultant polyester resin at a level not to exceed 70 percent by weight and will be used in contact will all foods under Conditions of Use E through G as described in Tables 1 and 2. The quantity of adhesive that contacts packaged fatty and aqueous foods shall not exceed the trace amount at seams and at the edge between packaging laminates that may occur within the limits of good manufacturing practice.
