According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: Calcium hypochlorite (CAS Reg. No. 7778-54-3).

Intended Use: As an antimicrobial agent in water used to process fruits, vegetables, nuts, meat and poultry and in the pretreatment of water for use in the manufacture of beverages subsequently bottled for drinking.
Limitations/Specifications: Calcium hypochlorite will be added at levels (as Ca(OCl)2 or measured as free chlorine) not to exceed (1) 400 ppm in water used in processing fruits, vegetables, and nuts; (2) 50 ppm in water used in the chiller, eviscerating line, and on-line reprocessing line for poultry; (3) 250 ppm in scalder water for poultry; (4) 5 ppm in process water for meat; and (5) 10 ppm in water used in the manufacture of beverages subsequently bottled for drinking. When used in water to process fruits, vegetables, and nuts, the treatment will be followed by potable water rinse to remove, to the extent possible, residues of the FCS. When used in the pretreatment of water that is subsequently bottled for drinking or used in other bottled beverages, the FCS will be removed from the water prior to bottling, such that the final beverage may contain no more than 4 mg/L of chlorine and no more than 250 mg/L chloride as specified in 21 CFR 165.110. The final bottled water will be in compliance with all other applicable requirements prescribed under 21 CFR 165.110. The FCS will be added at the minimum amount necessary.
