According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: A reactive mixture of ethylene acrylic acid copolymer (EAA; CAS Reg. No. 9010-77-9) and N,N,N',N'-tetrakis(2-hydroxypropyl)adipamide (HAA; CAS Reg. No. 57843-53-5).

Intended Use: As a crosslinker for acrylic can coatings, except for use in contact with infant formula and human milk (see Limitations/Specifications).
Limitations/Specifications: The FCS contains no more than 24% by dry weight of HAA and will be used at a maximum use level of 25% total by weight of the dry coatings at an application rate not to exceed 0.168 milligrams HAA per square inch, 0.7 milligrams FCS per square inch, or 2.8 milligrams dry coating per square inch. Coatings containing the FCS are intended for use in beverage cans under Conditions of use D through G, as described in Table 2. The FCS is not for use in contact with infant formula and human milk. Such uses were not included as part of the intended use of the substance in the FCN.
