According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.

Diphosphoric acid, polymers with ethoxylated reduced methyl esters of reduced polymerized oxidized tetrafluoroethylene (CAS Reg. No. 200013-65-6). This substance is also known as phosphate esters of ethoxylated perfluoroether, prepared by reaction of ethoxylated perfluoroether diol (CAS Reg. No. 162492-15-1) with phosphorous pentoxide (CAS Reg. No. 1314-56-3) or pyrophosphoric acid (CAS Reg. No. 2466-09-3).

Limitations/Specifications: For use at levels not to exceed 1.0 percent by weight of finished dry paper or paperboard, in contact with all food types, in microwave susceptor applications. Also for use at levels not to exceed 1.5 percent by weight of finished dry paper or paperboard in contact with all food types, under Conditions of Use B through H, as described in Table 2.
