According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 2-Propionic acid, 2-methyl-, methyl ester, polymer with 1,4-butanediyl di-2-propenoate (CAS Reg. No. 81565-33-5).

Intended Use: To be used in an aqueous dispersion (about 33 percent by weight of the solids content) where the FCS exists as highly crosslinked poly(methyl methacrylate)/l,4-butanediol diacrylate microspheres, which contains fluorescence colorants. The FCS is to be used as a top coat for paper and paperboard to enable the authentication of paper and paperboard products.
Limitations/Specifications: The FCS will be used for paper and paperboard that may contact all food types under Conditions of Use E through G as described in Tables 1 and 2. The paper additive is added in amounts not to exceed 0.9 percent in the final solid coating on paper. The paper and paperboard will be coated with 10 - 15 g/m2 corresponding to 0.64 - 0.967 g/100 in2 of the topcoat.
