According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 2-Propenoic acid, telomer with 2-hydroxypropyl 2-propenoate and sodium hydrogen sulfite, ammonium salt (CAS Reg. No. 100486-98-4).

Manufacturer/Supplier: Dow Chemical Company
Intended Use: For use as a dispersant for titanium dioxide pigment suspensions in coatings.
Limitations/Specifications: Coatings made from the suspensions, which may contain a maximum of 0.9 weight-percent FCS relative to the titanium dioxide, may contact all food types under Conditions of Use A through H, as described in Tables 1 and 2. The coating may not contain more than 22.4 weight-percent titanium dioxide and may not exceed 1 mil in thickness or 1.25 grams/cm3 in density. The FCS is not intended for use in coatings in contact with infant formula.
