According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 2-Propenoic acid, polymer with 1,1'-(1,4-butanediyl) di-2-propenoate, isooctyl 2-propenoate, α-(2-methyl-1-oxo-2-propen-1-yl)-ω-methoxypoly(oxy-1,2-ethanediyl) and sodium 4-ethenylbenzenesulfonate (1:1) (CAS Reg. No. 1613467-46-1)

Intended Use: The FCS is used as the base polymer in the adhesive film used to repair torn paper/paperboard, for contacting all food types under all conditions of use (see Tables 1 and 2), except for use in contact with infant formula and breast milk (see limitations/specifications).
Limitations/Specifications: The finished paper and paperboard articles will contain the FCS as a residue at a level not in excess of 3.2 ppm by weight of the dry fibers in the finished paper and paperboard articles. The FCS is not for use in contact with infant formula and breast milk. Such uses were not included as part of the intended use of the substance in the FCN.
