According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 2-Cyano-3,3-diphenyl-2-propenoic acid 2-ethylhexyl ester (CAS Reg. No. 6197-30-4).

Intended Use: For use as a UV stabilizer in the manufacture of unplasticized polyvinyl chloride (PVC) and of polyethylene terephthalate (PET) polymers and copolymers complying with 21 CFR 177.1315, or 21 CFR 177.1630.
Limitations/Specifications: For use at levels not to exceed 0.3 percent by weight of the PVC and at levels not to exceed 0.5 percent by weight of the PET polymers and copolymers in contact with food types I through IX, as discussed in Table 1, except beverages containing more than 15 percent ethanol, under Conditions of Use E through G, as described in Table 2.
