According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 2-Hydroxyethyl methacrylate (CAS Reg. No. 868-77-9).

Intended Use: As a monomer in the manufacture of acrylic polymers complying with 21 CFR 177.1010, for use as components of resinous and polymeric coatings on metal substrates for food-contact articles.
Limitations/Specifications: The FCS shall not exceed 8.4 percent by weight of the finished coating.
