According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: 2-Butenedioic (Z)-, ammonium salt, homopolymer, hydrolyzed, sodium salts (CAS Reg. No. 181828-06-8).

Intended Use: The FCS is intended for use as (1) a dispersant for fillers (e.g., clay, calcium carbonate, etc.) in the wet-end during the manufacture of paper and paperboard intended for food-contact use, and (2) as an anti-scale additive during the processing /evaporation of raw beet and cane sugar juice.
Limitations/Specifications: (1) The FCS shall be used at levels not to exceed 0.5% by weight of the fiber in the wet-end of manufacture of paper and paperboard. The finished food-contact paper and paperboard containing the FCS are intended to contact all food types, under conditions of use A through H as described in Tables 1 and 2. (2) The concentration of the FCS in the finished sugar(s) shall not exceed 5 parts per million (ppm) by weight.
