According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.

Intended Use: As an optical brightener in paper and paperboard.
Limitations/Specifications: The food contact substance is intended as an optical brightener, at levels not to exceed that needed to achieve the desired technical effect, except in uncoated paper and paperboard in compliance with 21 CFR 176.170(a) at levels not to exceed 0.5 lb/ton of paper, and in clay coatings on paper and paperboard, in compliance with 21 CFR 176.170(b) at levels not to exceed 0.25 lb/ton of coated paper, where the uncoated and clay coated paper and paperboard containing the brightener is intended for use in contact with food types I, II, IV-B, VI, and VII-B, as described in Table 1.
