According to Section 409(h)(1)(C) of the Federal Food, Drug, and Cosmetic Act, food contact substance notifications (FCNs) are effective only for the listed manufacturer and its customers. Other manufacturers must submit their own FCN for the same food contact substance and intended use.
Food Contact Substance: Partially hydrolyzed (40-50%) polyvinyl alcohol, modified with up to 2 percent by weight crotonic acid (i.e. a terpolymer of vinyl acetate, vinyl alcohol and crotonic acid).

Manufacturer/Supplier: Harlow Chemical Company, Ltd.
Intended Use: For use as a secondary stabilizer in the suspension polymerization of polyvinyl chloride.
Limitations/Specifications: The stabilizer is limited to use in polyvinyl chloride articles of thickness of 0.25 mm or less, and is used at a level not to exceed 0.05 percent by weight of the vinyl chloride monomer.
